BackgroundThe boundaries between health-related research and practice have become blurred as initiatives traditionally considered to be practice increasingly use the same methodology as research. Further, the application of different ethical requirements based on this distinction raises concerns because many initiatives commonly labelled as “non-research” are associated with risks to patients, participants, and other stakeholders, yet may not be subject to any ethical oversight. Accordingly, we sought to develop a tool to facilitate the systematic identification of risks to human participants and (...) determination of risk level across a broad range of projects and health-related contexts. This paper describes the development of the Public Health Ontario Risk Screening Tool.MethodDevelopment of the PHO Risk Screening Tool included: preparation of a draft risk tool ; expert appraisal; internal stakeholder validation; external validation; pilot testing and evalution of the draft tool; and revision after 1 year of testing.ResultsA risk screening tool was generated consisting of 20 items organized into five risk domains: Sensitivity; Participant Selection, Recruitment and Consent; Data/Sample Collection; Identifiability and Privacy Risk; and Commercial Interests. The PHO Risk Screening Tool is an electronic tool, designed to identify potential project-associated risks to participants and communities and to determine what level of ethics review is required, if any. The tool features an easy to use checklist format that generates a risk score associated with a suggested level of ethics review once all items have been completed. The final score is based on a threshold approach to ensure that the final score represents the highest level of risk identified in any of the domains of the tool.ConclusionsThe PHO Risk Screening Tool offers a practical solution to the problem of how to maintain accountability and appropriate risk oversight that transcends the boundaries of research and practice. We hope that the PHO Risk Screening Tool will prove useful in minimizing the problems of over and under protection across a wide range of disciplines and jurisdictions. (shrink)

It has been argued that if an animal is psychologically like us, there may be more scientific reason to experiment upon it, but less moral justification to do so. Some scientists deny the existence of this dilemma, claiming that although there are scientifically valuable similarities between humans and animals that make experimentation worthwhile, humans are at the same time unique and fundamentally different. This latter response is, ironically, typical of pre-Darwinian beliefs in the relationship between human and non-human animals. Another (...) irony is that debate about such issues has facilitated the participation once more of philosophers in questions concerning experimental psychology: ironic because laboratory-oriented psychologists, especially since the turn of the last century, had been eager to establish the independence of their subject from any influence of philosophy and its investigative methods, as well as from any kind of anthropomorphism.In Britain, certainly more so than in the United States, ethical constraints have prevented the development of psychological research with animals along certain routes. By the 1980s British professional and academic societies had published codes of conduct and guidelines for their members, in part responding to public concern about the welfare of animals in the psychological laboratory. What led to the establishment of these codes and guidelines? This paper analyses the historical background against which professional concern for ethical cost in experimental animal psychology began to take shape, leading to the societies' open pronouncements of the 1980s. A. H. Louie's More Than Life Itself is an exploratory journey in relational biology, a study of life in terms of the organization of entailment relations in living systems. This book represents a synergy of the mathematical theories of categories, lattices, and modelling, and the result is a synthetic biology that provides a characterization of life. Biology extends physics. Life is not a specialization of mechanism, but an expansive generalization of it. Organisms and machines share some common features, but organisms (...) are not machines. Life is defined by a relational closure that places it beyond the reach of physicochemical and mechanistic dogma, outside the reductionistic universe, and into the realm of impredicativity. On the basis of previous studies in relational biology and the phenomenological calculus, in my contribution I outline the mathematical foundations of biological perception generally, and visual perception specifically. In this approach, the premise is that objects in nature are not directly accessible, and that real manifestations are projections of these invariant objects. The morphology of observables is mathematically entailed by the duality of projections and projectors in a bilinear algebra that is the phenomenological calculus. The relationships between what is (...) not directly accessible (which can be defined as noumena) and phenomena may be explicated in terms of metabolism and repair, whence a geometric theory of the perceived, the visible in particular, may be formulated in the category-theoretic language of relational biology. Non-pharmaceutical interventions, including social distancing, quarantine, and isolation, are a potentially attractive means to limit the transmission of a pandemic virus. Many of these interventions are directed at children given children’s disproportionate role in amplifying epidemics. The ethics of non-pharmaceutical interventions can be analyzed using Nancy Kass’ ethics framework for public health. Such an analysis highlights the limited data supporting these interventions’ effectiveness. It also suggests the framework itself needs to be expanded to consider harms other than constraints on liberty (...) and to consider affirmative programs to mitigate these broader harms. (shrink)

Cobet, in his second discussion of γορεύω and its compounds, maintained that these verbs in Attic formed all tenses except present and imperfect from ρ, επον, ερηκα, ερηµα, ρρήθην, save that forms with -αγορευ- were optionally used to distinguish certain alternative meanings. Thus πηγόρευσα etc. could be used in the sense ‘forbid’, but not in that of ‘weary’ or ‘give up’; προηγορευµένα could be used in the sense ‘proclaimed’, but not in that of ‘foretold’ ‘or’ ‘said previously’; προσαγορεσαι etc. could (...) be used in the sense ‘call, name’ but not in that of ‘greet’. These distinctions, he believed, did not break down until about the time of Alexander. Hence his rejection of the aorist καταγορεύσ offered by the MS. tradition in Peace 107. But καταγορεύειν too is a verb with two clearly distinct ranges of meaning: ‘tell, declare’ and ‘denounce, accuse’. (shrink)

The more percipient critics have realized that is difficult or impossible to defend, for it makes no good sense and is incompatible with 1. 27, according to which the way is . In fact , which is alleged to be the reading of the best manuscript of Sextus' (...) books Adversus Dogmaticos, has no manuscript authority at all. (shrink)

Neptunus et Apollo dicuntur Troiam muro cinxisse; his rex Laomedon uouit quod regno suo pecoris eo anno natum esset immolaturum. id uotum auaritia fefellit. alii dicunt †parum eum promisisse. The story that Neptune and Apollo together built the walls of Troy for Laomedon is well known from Homer. At the end of their year's service the perfidious king refused to pay the agreed wages. Ovid tells the familiar story in one of his transitional sections in the Metamorphoses. Hyginus' account poses (...) the textual problem indicated above. H. I. Rose comments on ‘parum’ as follows: ‘procul dubio corruptum hoc neque arridet Schmidtii coniectura promsisse. fuitne partum equarum? hoc enim plerumque narratur, equos quos a Ioue accepisset promisisse Laomedontem mercedis nomine…sed Herculi; quod facile ad deos mercennarios transferri potuit; atque non equos sed equas fuisse tradit Apollod. II, 104’. Rose rightly rejects Schmidt's emendation ‘promsisse’. ‘Promisisse’ has every sign of soundness and the difficulty lies, as Rose sees, with ‘parum’. Rose's own conjecture ‘partum equarum’, however, will not do. Apart from the oddity of the expression, one would need a good deal more persuasion than Rose offers to accept that the well-known promise of Zeus' horses which Laomedon made to Hercules was transferred from Hercules to Neptune and Apollo. There is no suggestion anywhere in the sources that Laomedon promised to give Neptune and Apollo the famous horses as payment for building the walls. (shrink)
